Title: Aetheric Feedback always gives focus regen, no change in effect after spell crit

Details: Aetheric feedback has a tooltip that says it should give focus regen after a critical spell hit. This is not the case - after a critical spell hit (less than 2 seconds) it does not have a different effect than normal.

Steps to Reproduce:
* Hit a mob with a spell critical
* Use Aetheric feedback
* Notice that the effect is not different from normally using it.
