[Known] Armor Type Bonus to Skills seems to be applied in the opposite direction

Title: Armor Type Bonus to Skills seems to be applied in the opposite direction

Details: With all plate items on, my skills are at their normal effect levels, if I start to remove pieces, but leave the chest piece on, the effect of several of my Heavy Armor skills INCREASES. Specifically Glancing Blow and Deflection that I can see.

Steps to Reproduce:
1. Wear full plate and note skill level of Glancing Blow and Deflection
2. Start to remove pieces except the chest, note skill effectiveness increase rather than decrease

Appears to be just heavy armor - for some reason light is working.

As of the latest build (628), Deflection seems to be the only skill left that is showing this behavior.
