Steps to Reproduce: Kill monsters, get an artifact with max durability decreased (see screenshot)

I don’t think dropped Artifacts are always supposed to be of the highest durability?

 

Their maximum durability was always 100% - but they are supposed to drop with slightly reduced secondary durability.

Now they seem to be dropping with less than maximum durability, which seems like a recent change that I don't recall noticing in any patch notes - so I figure it's unintentional/bug.
