Title: Mob placement on map is inaccurate
Reproduction Rate: Nearly 100%

Details: In almost every town or encounter, the arrow that indicates my location is wrong. For example, upon entering Noreach via the Docks entry point, the map says all locations are offset about 100 feet? to the northwest. This includes NPC's and other locations; So basically, all mobs.
Steps to Reproduce:Enter almost any town. Sometimes encounters too.

I cannot repro this everywhere, but I could repro this in the example you provided. So I have written that one up.

Another location is the docks entrance in Storms Reach.

 

Currently in a town siege for Resolute and the map is ... wrong. Just wrong. It seems to be rotated 90 degrees to the left and offset by close to the full height of the map. I entered the siege from the Resolute side and appear to be on the left side of the river, high up on the hill. The placement of the Defender Camp is smack in the middle of the river.
