[Known] Bad hitching at Brittany Alley docks

    Details:Right about where the windmill is hooked to the round light, there is massive hitching running toward the Brittany Alley docks. I've got a high end computer that usually runs SotA very well.
    Steps to Reproduce:Run down the main drag toward the Brittany Alley docks (running North from the Humbert's Corner intersection.) At the light/windmill, you'll probably experience some bad hitching.

    It continues as I run out onto the docks.

    What is hitching? Perhaps a British term? In America we hitch a trailer to a car when we go on vacation. We use a trailer hitch. In frontier days we would hitch a horse to a wagon.

    What does hitching mean in this context?

    Lol, I think their definition is a pause in framerate that lasts over a 1/10th of a second.
