If you after obtaining the evidence from the orator, you speak to the Mayor - he will ask if you're ready to pass judgement -- If you say no - you can then talk to him more and say "Evidence" - he will ask you for the evidence, and if you give it to him, he gets upset and the quest is over (you helped the Orator). My intent was to be nice to the Mayor and give him the evidence, so it couldn't be used against him (he could destroy or keep it) - but this didn't happen .. ?
