Title: BR Outskirts: serving warrant to Phineas - no future tasks

Details: Gave Phineas the warrant - he reacts as below - but the are no further journal updates or indication as to the next steps. Speaking with Captain Bearfield, just results in telling you that you "lost " the warrant, and yields another copy..

He's carried his father's discriminatory torch well into this day and age, acquiring a following of like-minded sycophants eager to carry out his dream of a humans-only world. He carries some political weight in Aerie, but only because of his great wealth and the fools who believe in his gibberish. In recent months, his anti-elf rhetoric has resonated with outskirts civilians believing that elves are responsible for their farms and businesses failings, which in turn justifies violence against any and all elves, peaceful or not. At least according to Phineas and his followers.

After figuring out where to get real scalps, because I couldn't get the elf to make fake ones for me, finishing running through the rest of the quest (which is highly confusing, because Albric doesn't respond sensibly at this point), I'm now hitting this. If this is a case of guess the keyword, it's about 10x worse then anything Roberta Williams ever came up with.

 

I'm sorry for the problems guys. We are combing over this. If you have checked all the suggested keywords, I do not think this is because you are not using the correct word. But we will double check.

At least for me, it's not suggesting anything at all. What I've tried are just random things that seem to make sense, but to no avail.
