[Known] Buy Orders on vendors start with a "Jan 1" date

Details:
When you place buy orders on a vendor - the default listing date is "Jan 1" - instead of the current "date/time".

This "Jan 1" date shows up on both the "Sell" tab, and the "Manage Orders" tab of the vendor.

If you exit from the vendor interaction screen, and activate the vendor again - then the correct date shows up.

Steps to Reproduce:
1) Activate Vendor
2) Go to "Manage Order" tab
3) List buy order
4) Without leaving the vendor - Observe "Jan 1" listing date
5) Without leaving the vendor - Go to "Sell" tab
6) Observe "Jan 1" listing date
7) Leave vendor
8) Activate vendor again
9) Observe that buy orders now have the correct listing date
