[Known] cannot reposition zoomed map

Title: cannot reposition zoomed map

Details: i carry three maps. one of them is of the template i'm currently in (inland forest). opening either of the other two maps, i can reposition the map window by dragging at the frame. i cannot do this when i use the map for the scene i'm in: it simply moves the map within the window.

i then walked over to twilight sparkle, which is a paved coastal forest town, and had the same problem with THAT map but not the two others.

...so i thought it was a problem with the map being active, but not so! if you're in a template matching the map you open, it opens it zoomed in some by default. it doesn't open zoomed for maps not of the template you're in. i can move the map window for the template i'm in IF i zoom out all the way first. pretty sure this is new beahvior: it used to allow repositioning if i was careful to grab the frame and not the map.

So you can reposition the zoomed map for map window for the template you are in, but ONLY if you zoom out all the way first? And that works everytime?
