[Known] Can't place Spring Fountain

    Title: Can't place Spring Fountain.
    Reproduction Rate: 100%
    Blocker? No.
    Details: I can't place a Spring Fountain w/ Floating Candles on my keep island lot at the location coordinates below. I imagine that other large decorations won't go there either.
    Steps to Reproduce: See the screen-shot below.

    OS: Linux 4.10 Ubuntu 17.04 64bit

    I was trying to place a large fountain in the center of this circle of pavers (Loc: -451.5, 77.5, 436.0) but it won't go. If I move the whole affair one small paver closer to the gate then it works but it doesn't look right. Please flatten out my lot.
