[Known]Chained Obsidian Shard unplaceable on pvp property

    Title: Chained Obsidian Shard unplaceable on pvp property
    Reproduction Rate: 100%

    Details: The Chained Obsidian Shard can be placed on PVP POT property but not inside and outside PVP property (for example inside or outside on the center of the Obsidian 4-Tower Keep City Home). It also appears that it does not work in a basement for pvp. I was unable to find a suitable place for it in my keep basement.
    Steps to Reproduce: attempt to place on lot with a home or basement

    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-4820K CPU @ 3.70GHz (8) System RAM: 32687
    GPU: NVIDIA GeForce GTX 770 GPU RAM: 1955
    SotA.EarlyAccess.Win.64.543.Date.01.26.17
