[Known] Crooked Shank is NOT a tier 2 zone

Great building story in this scene but it is definitely not tier 2 and that causes a load of frustration. I got killed by the elves in the tunnel/dungeon so quickly and multiple times, it was not solvable and I'm usually comfortable in tier 3 and okeyish in tier 4. Not clear as well why the elves attack me when I am supposedly there to rescue/release them - and if the quest is finished or not once I talk to the children inside. No entry into the questlog knowledge part at all.
