[Known] Decoration Mode Popping Up Unexpectedly

    Title: Decoration Mode Popping Up Unexpectedly
    Reproduction Rate: 100%
    Blocker? No
    Details: I have decoration mode turned off in the options. However, whenever I enter my basement from my tower, or vice versa, the deco toolbar shows up. I also saw it when recalling back to my lot.
    Steps to Reproduce: 1) Switch scenes in an area I own.
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-6700 CPU @ 3.40GHz (8) System RAM: 32671
    GPU: NVIDIA GeForce GTX 1070 GPU RAM: 8085
    SotA.EarlyAccess.Win.64.509.Date.11.18.16
    Area: BasementSceneDungeonVillage_5Floor
    Area Display Name: Village Stone 5-Story Basement
    Loc: (8.9, 5.0, 8.2)

    Basement entrance is located at Area: Celestis (Novia_R1_City_Celestis) Loc: (208.2, 92.0, 26.6). And now it isn't doing it....
