[Known] Delay when casting Discharge

    Title: Delay when casting discharge
    Reproduction Rate: 100%
    Blocker? No
    Details:
    When casting discharge the casting bar completes, then the casting animation completes and 1 second later the spell will finally discharge. This delay is on each caste and is not a performance related issue
    Steps to Reproduce: Caste Discharge
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: AMD FX(tm)-8350 Eight-Core Processor (8) System RAM: 8141
    GPU: NVIDIA GeForce GTX 960 GPU RAM: 2016
    SotA.EarlyAccess.Win.64.417.Date.11.13.16
    Area: Novia_R9_Hills01_SerpentsSpineMinesEntrance
    Area Display Name: Serpent's Spine Foothills
    Loc: (151.1, 52.3, 8.5)
