    Title: Dog encounter not triggering properly

    Details:I tried to trigger an over world dog encounter and when I got close enough the dog disappeared but the encounter did not start.
    Steps to Reproduce:Find a dog encounter and attempt to enter it
    User Specs:
    OS: Windows 7 (6.1.0) 64bit
    CPU: Intel(R) Core(TM) i5-2500 CPU @ 3.30GHz (4) System RAM: 16356
    GPU: NVIDIA GeForce GTX 770 GPU RAM: 1979
