    Title: Dragon Statue cannot go to edge like prior releases

    Details: I used to have the dragon statue moved up to the edge of the Dara Brae island POT template. Someone got stuck on it and I moved it and was unable to move it back to the edge. When can we move it back towards the edge?
    Steps to Reproduce: Pick up Dragon statue (village size), move to edge.
