[Known] Draw Str not increasing on level

    Draw Str not increasing on level

    Was 2.2 ...leveled to 88... still 2.2. Pretty sure it was 2.2 on previous level (86) also. May have been like this since about level 85.

    Ranged tree.

    AFAIK it will only increase every 4 levels (at least the visible part).
    Will increase by .5 for 20 levels -> 0.1 for 4 levels.
