Details: The Etceter NPC doesn't recognize you spoke w/him - but other NPCs do recognize it - so it looks like the quest flag is working - so it's just a dialog bug..
*note, the Aerie caretakers are also doing this behavior - whereas other caretakers would respond to their own city
