[Known]Fire arrow and Fireball DoT not stacking

    Title: Fire arrow and Fireball DoT not stacking
    Reproduction Rate: 100% for each spell
    Blocker? no
    Details: Fire arrow DoT does not stack when cast x2 on a target, same issue with fireball
    Steps to Reproduce:
    1. log in
    2. find a mob
    3. cast fire arrow on target
    4. cast another fire arrow on target
    5. mouse over the debuff on the targeted mob
    6. repeat with fireball
    User Specs:
    OS: Windows 7 Service Pack 1 (6.1.7601) 64bit
    SotA.EarlyAccess.Win.64.536.Date.01.06.17
