[Known] Fishing chance is dropping to <1%

Fishing chance is dropping to <1% even I am moving. Chance gets back to 67% if I log off or change scene. It happened in new Fishing Expedition scene and in Black Rock Cove. At same time even if I cast towards sea, my toon faces to the land. I saw some others to have same issue.

 

Same here in in Port Graff, Graff Island and PoT Dracheninsel. Checkes it with different fishing rod types, baits and 2 accounts.

Also the towncrier recommended towns for fishing give a very low % chance. Other towns do much better.

 

I am routinely (in Ravensmoor, at least) getting worse chances casting into nodes than in open water, often 10% or less, and occasionally "<1%". I can cast right next to the node/hotspot, and get 63% or better.
