[Known] Focus spec buged

    1. Title: Focus spec buged
    2. Reproduction Rate: 100%
    3. Blocker? Yes
    4. Details: Did some testing on focus specialization and the fizzle chance reduction does not work
    5. Steps to Reproduce: Lvl focus specialization to 80 and watch that the 5% fizzle chance reduction doesnt affect any spell at all
    6. User Specs: Windows 10

    Ah, I see what is going on here. It IS giving you the bonus but it is giving it to everyone even if the school is not active. So you are getting the fizzle bonus but it is hard to see it because toggling it to training vs not training is not removing the bonus. This will probably not be fixed until R53 but rest assured you're getting the bonus!
