[Known] Hamstring speed debuff not working

    1. Hamstring speed debuff not working
    2. 100%
    3. No
    4. The combo Hamstring is supposed to give the target a -20% movement rate. The targets I tested did NOT run any slower. (I tested on some bandit's in Serpent Spine Foothills.)
    5. Use the combo Hamstring on an appropriate mob. (IE Most bosses cannot get the speed debuff in the first place.)
