[Known] Heal Creature Spell healing at approx. 4x amount indicated in tooltip

My "Heal Creature" spell/skill is at lvl 41, and the tooltip indicates it will "...recover 13 - 18 Health..." and costs 7 focus. I just healed my bear after a fight with Skeleton Mage in Brightbone Pass, and I cast Heal Creature five times, and of the five casts the lowest amount of Healing was 27 health points and the highest was 67 health points...nearly four times what the tooltip says is the range I'll see for my level.
