Previous to R48 - health/focus regen buffs from food and devotionals would show the values as flat values

e.g.
+1.5 Combat Focus Per Second
+1.5 Combat Health Per Second
+1 Health Per Second for 20 minutes
+1 Focus Per Second for 20 minutes

Now - in R48 - they are showing as %

e.g.
+1.5% Combat Focus Per Second
+1.5% Combat Health Per Second
+1% Health Per Second for 20 minutes
+1 % Focus Per Second for 20 minutes

Expected - that they are showing as flat values. Unless there was a change in the mechanic, and the regen is by % now? Please review (if by design, would like a confirmation).

Steps to Reproduce:
1) Get Blessing of Honor (Combat Focus regen buff) / Blessing of Sacrifice (Combat Health regen buff) / eat some food (e.g. Bark Bread)
2) Observe that the regen values are in %, not in flat values
