[Known] Hotkey deck swap bug

    Title: Hotkey deck swap bug
    Reproduction rate: 80+%
    Blocker: no

    Details: After login - First time using hotkey(left alt+0-9 numpad) to activate deck will strip inventory off of avatar's paperdoll.
    Every deck not set to primary(equipped) & alternate is affected. regardless of amount of shared gear between decks.

    Steps to Reproduce. 1) Exit game. 2) Load game & enter world 3) use hotkey to swap to a non-alternate deck.

    User Specs:
    Operating System: Windows 10 Pro 64-bit (10.0, Build 17134)
    Processor: Intel(R) Core(TM) i7-3770 CPU @ 3.40GHz RAM: 16384MB
    GPU: NVIDIA GeForce GTX 1050 Ti 12163 MB
