[Known]In Harvest, the town crier appears on the compass, but is not there in the town square

I was looking for the town crier in Harvest. I saw his picture in the compass, so I followed that picture to the town square. When I approached the fountain in the middle, the picture in the compass went by like I was passing the town crier, but he didnt appear in game. I tried approaching from several angles and the compass always worked like he was supposed to be standing there, but he wasnt there.
