[Known] Lord Macsen not offering document collection quest

Title: Lord Macsen not offering document collection quest

Details: I can't get the quest to retrieve the documents missing from the courier that the elves stole. He states he needs help with retrieving the documents on a number of discussion points, however when using keywords "help" or "documents" he mentions either he needs no help or doesn't know what "documents" is all about

A guard named Kayla can start this quest.

She was in the same spot as Rico the guard captain in the guard house near the NE gate.

 

Thanks for that. I will still keep this logged as a bug though because Lord Macsen clearly states that he needs help but he refuses to respond to the help keyword so I'd say it is a quest staging issue

I've submitted a bug, bug #: 50508, for the confusion Lord Macsen dialogue. If he doesn't need help directly, perhaps he can get players to the right NPC...
