[Known] Low FPS in owl's head, terribly glitchy

    Title: Low FPS rate in Owl's head, constant "pauses"/glitches
    Reproduction Rate: 100%
    Blocker? Makes it hard to get around Owl's Head
    Details: Normally my FPS sits at around 60. In Owl's head, it's almost always below 30, and the game constantly pauses/glitches
    Steps to Reproduce:Enter Owl's head and try to move around
    User Specs:
    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i7-4770K CPU @ 3.50GHz (8) System RAM: 32706
    GPU: NVIDIA GeForce GTX 980 GPU RAM: 4060
    SotA.EarlyAccess.Win.64.456.Date.02.13.17

    That is expected when you play decoration-dense scenes from HDD instead of SSD. The scene to load every lot's contents from HDD is causing significant drop to FPS.

    Funny, then I'd expect that to be the case in R38 and prior releases too. But it isn't.

    Scene information is stored on disk and loaded in a different way in R39 than in R38 and prior releases.

    Then I would expect it to be consistent across scenes, which it is not.

    Which is my point. The issue is specific to Owl's head, and not other decoration dense scenes I've been in. Thus the reason I filed this as an issue.

    With build 462, frame rates are significantly improved (around 40-45 FPS now) after the decorations have loaded, and the long glitches I was experiencing are gone.
