[Known] Mantle Garland Swag cannot be removed from certain structures

So, out of curiosity, I decided to place a mantle garland swag on my Elven greenhouse. I decided to move it, because it's horribly crooked and found that I can no longer target it. As such, I cannot remove it and therefore cannot move my greenhouse into storage. I made two more of the same type of swag, just to test it out - same thing. None of them can be targeted once placed on the greenhouse.
(Here I am, mousing over the swag, yet only finding greenhouse instead)

I then tried putting a swag on a ruined stone arch. I can move the arch, but I can no longer target the swag or place the arch in storage due to the decoration that is now permanently attached.

While it's not a blocker in that it's preventing me from completing story or other side quests, it is preventing me from putting my garden together for LB's BDay.
