[Known] My online skills are showing on my just made offline character.

    Title: My online skills are showing on my just made offline character.
    Reproduction Rate: Unknown
    Blocker?
    Details: After speaking to the oracle I went to check what skills it gave me and noticed this. After continuing the left side continues to show the wrong level.
    Steps to Reproduce: Create a character using the same name as your online character.
    User Specs:
    OS: Windows 8.1 (6.3.0) 64bit
    CPU: AMD FX(tm)-6100 Six-Core Processor (6) System RAM: 16381
    GPU: NVIDIA GeForce GT 640 GPU RAM: 1986
