Details:
- I first noticed this in Blood River Outskirts.
- I then experienced it in Brittany Wharfs.
- Then I experienced it in our POT, Falling Waters Fortress, and could get it to trigger every time I stepped on a specific spot:

There is no damage or anything that I can see that this swirl is doing.
