Reproduced externally for the Video tab in the Options screen.

Options Screen

• Video tab: does not scroll with the mouse wheel
• Controls tab: scrolls with the mouse wheel
• Interface tab: scrolls with the mouse wheel

Looks like on dev (newest build) everything is scrolling including inventory screen.
EXCEPT for the video tab. The other tab options are scrolling. Bug submitted: 53748
