    The pilgrims nearby all have an overhead title, but the elf official does not.

    I believe this is Kiakis, who is one of the npcs that is encountered along the Path of Love - so it might be by design that his name is not above his head - i.e. they might want you to talk to him to find out who he is - but I could also be wrong about that!
