[Known] Not seeing Emotes being added

Title: Not seeing Emotes being added
Reproduction Rate: Several times on 2 party members
Blocker? No
Details: In Ardoris while talking to the Combat Merchant, it wasn't showing me getting /belly and /blush (I think that was the one) in the chat window.

I caught it because it was showing my friend getting them, because he was in the party. But it didn't show that he got his in his chat window, but he could see that I got mine.

So it's broadcasting to party members but not the player proper. I do believe it showed him once, though, so it isn't 100%.

Steps to Reproduce: Be in a party, go get the /belly and other one in Ardoris. Notice notifications.
