[Known] Obsidian Item of Unlearning doesn't work on all Skills

    Title: Obsidian Item of Unlearning doesn't work on all Skills
    Reproduction Rate: 100%
    Blocker? No
    Details: The tool-tip states that I should be able to right-click a Skill in the Skills Window and select "Instant Unlearn". Parry at level 34, for example, does not have this option. Healthy at level 41, however, does. Heightened Awareness 39 does, Train Intelligence 29 does... Quick Swapping 40 does not.
    Steps to Reproduce: Have the Obsidian Item of Unlearning in your inventory. Check each skill for the "Instant Unlearn" option.
