[Known] Passage to Norgard

    Title: Passage to Norgard
    Reproduction Rate: Unknown
    Blocker? Yes
    Details: When speaking with 'ferryman' and clicking "passage", no dialog appears even thou he appears to continue to talk. I have seen a video where there is an option to click "official business" (although that was last month), this does not appear. I have clicked all underlined words. I have tried talking at midday (when he is on the docks) as well as at nite (when he is at his stall). The quest to travel to Harvest and book passage to Norgard is in my journal. I do have Brigid's Amulet of Testimony in my inventory.
    Steps to Reproduce: Try to book passage with the ferryman in Harvest.
