[Known] Probability to use Regs is wrong for Waterelemental

    Title: Probability to use Regs is wrong for Waterelemental
    Reproduction Rate: 100%
    Blocker? No
    Details: I have the Waterelemental skill at 80. The probability to use regs is shown as 50%. After casting it 30 times i had a probability of 100%. Every time i cast a Waterelemental regs are used. (I wondered about the big reg usage during leveling it in R49 live)
    For comparision i did 60 casts on Soothing Rain and there the probability is shown as 10%. Used 5 times regs which is +/- ok.

    OS: Windows 10 (10.0.0) 64bit
    CPU: Intel(R) Core(TM) i5-6400 CPU @ 2.70GHz (4) System RAM: 16346
    GPU: NVIDIA GeForce GTX 970 GPU RAM: 4058
    SotA.EarlyAccess.QA.Win.64.612.Date.01.15.18
