[Known] Prosperity tools don't provide +3% exceptional item bonus

Title: Prosperity tools don't provide +3% exceptional item bonus

Details: The tooltip for the tools of prosperity say "+3% (skill) Exceptional Item chance", but this is not being offered. I tested the prosperous smithing hammer against a normal merchant bought one for 80g and the exceptional item % offered was the same for both (25% at GM)./ I then repeated this test for the tailoring scissors and the carpentry hammer and had the same results, with lower skills on these offering me 24% and 22% respectively.
Steps to Reproduce: Load up an item craft at a table, swap out a prosperity tool for a normal merchant bought one ingame, and compare the reported exceptional item chance.
