[Known]Rugs are unable to be placed on top of pavers - only seem to want to go under pavers

    Hi, I'm not sure if this is a bug:
    1. Title: Rug is not permitted to be placed on top of pavers
    2. Reproduction Rate: 100%
    3. Blocker? N/A
    4. Details: My Rectangle rug is unable to be placed on top of my umber gray ceramic pavers. I can see the rug highlighted in red moving under the pavers as I move my mouse around trying to place it.
