[Known] Shield of Crystal not giving extra effect with Mastery

    Details: This is supposed to be giving an extra avoidance effect but there is nothing on the tooltip nor is there any change to my avoidance when casting the buff. I do see the additional tooltip on some other skills so the mastery is definitely 'active' just...this skill isn't getting its bonus.


    EDIT:
    Furher testing shows that at 40% earth mastery, this bonus does not appear at all, but at 50% mastery, it starts showing up (with the expected value of +5). So seems to just be missing on the lower end?

    Steps to Reproduce: Cast shield of crystal and watch it do the same as it always did despite having some mastery in earth
