[Known]Steam thinks that the game is still running after exiting the game normally

Title: Steam thinks that the game is still running after exiting the game normally

Details:
Steam thinks that the game is still running after exiting the game normally.
This issue has been present for a longer time. I don't remember in which Release I saw it happening the first time.
There are no SotA processes in the Task Manager when this is happening.
You are unable to launch SotA from Steam as Steam thinks SotA is already running.

Workarounds:
1) Kill the Steam processes from the Task Manager and restart Steam
or
2) Restart the pc

Steps to Reproduce:
1) Launch the game from Steam
2) Play for several minutes or for a longer time
3) Exit the game normally to Windows from the menu

User Specs:
OS: Windows 10 (10.0.0) 64bit
CPU: Intel(R) Core(TM) i3-2120 CPU @ 3.30GHz (4) System RAM: 12243
GPU: NVIDIA GeForce GT 730 GPU RAM: 4063
