This problem is still persisting, as many of the bug reports in this category have stated. Additionally, summmons with ability durations aren't seeing those increase in effectiveness as well (Daemon Chaos and Wisp debuffs).

Summons should be receiving benefits from spec now in the next build. Note, not all summons receive health bonuses from spec. For instance, I think water elementals just get extra healing power.

Will the wisp get more than just health?

It should be getting an increase in its debuff effectiveness and duration. Can't confirm, yet.

    1. Title: Summons with ability durations aren't seeing those abilities scale with level or specialization.
    2. Reproduction Rate: 100%
    3. Blocker: No
    4. Details: Even while leveling the appropriate specialization, summons who have attacks with abilities aren't receiving scaling benefits to those abilities.
    5. Steps to Reproduce: Step 1: Log into the game. Step 2: Enter a location where you can call a summon. Step 3: Summon a Daemon or Wisp. Step 4: Order your summon to attack a target. Step 5: Take note of the duration, effectiveness, and damage (if applicable) of any abilities that the summon uses.. Step 6: Set the specialization of the school of that summon to learning. Step 7: Level the specialization up several times. Step 8: Resummon the same magic combat pet. Step 9: Order it to attack the same target. Step 10: Take note of the lack of scaling the ability(ies) have(has).
    6. User Specs: PC running Windows 8, 64 bit OS, Game Release 62QA
The scaling seems to be working in terms of damage at least, but summmons with ability durations aren't seeing those increase in effectiveness as well (Daemon Chaos and Wisp debuffs).
