[Known]Targetting Fireball is off by 90 degrees

    Title: Targetting Fireball is off by 90 degrees
    Reproduction Rate:100%
    Blocker? Only for this spell.
    Details:the targeting circle off the Fireball spell starts 90 degrees anti-clockwise ( i.e. on the left side) instead of immediately in front of the avatar
    Steps to Reproduce: Cast fireball spell in reticle mode
    User Specs:
    OS: Linux 4.4 LinuxMint 18.1 64bit
    CPU: AMD FX(tm)-9590 Eight-Core Processor (8) System RAM: 16384
    GPU: AMD Radeon (TM) RX 480 Graphics GPU RAM: 8GB
