Title: Taunt not successfully activating on any target

Details:
The Taunt skill in Heavy Armor is not successfully activating on any target - mobs, practice dummy, etc.

The chat message always says "You used Taunt but hit nothing!"

This also means that the Taunt skill is not leveling up at all.

Steps to Reproduce:
1) Attempt to use Taunt on a valid target - mobs, Practice Dummy
2) Observe that the Taunt skill does not successfully activate on any target

Details: I have acquired my taunt skill some hours ago and it always say "your taunt hit nothing", i tried on various mobs, various scenes, on top of mob to make sure it wasn't a distance issue. i have heavy armor equiped. i tried in group or solo, and on target dummy
