[Known] Tenant cant open public chests

    1. Title: Tenants cant open public chests
    2. Reproduction Rate: 100 %
    3. Blocker? No
    4. Details: While a complete stranger can open a public chest (those where everyone can put in something but only the owner can take), a tenant can't open that chest. It may be useful to give the tenant a warning, that he is using a chest he can't take from, but he should not be blocked to put something in that chest.
