Details:
The Combat Bar becomes non-functional upon deleting all Combat Decks.
You are unable to drag any Glyphs to the Combat Bar.
The Combat Bar stays non-functional upon Client restart.

Workaround:
1) Create a new Combat Deck and equip it

Steps to Reproduce:
1) Remove all Glyphs from the Combat Bar by using the right mouse button
2) Open the Combat Decks Window
3) Delete all Combat Decks
4) Open the Glyphs Window
5) Try to drag a Glyph to the Combat Bar
