[Known] Torpor Is Not Immobilizing Or Restricting Actions of Player For Initial 8 Seconds

    1. Title: Torpor Is Not Immobilizing Or Restricting Actions of Player For Initial 8 Seconds
    2. Reproduction Rate: 100%
    3. Blocker? No
    4. Details: Torpor pre 535/536 would immobilize and render a character unable to act in exchange for a huge amount of avoidance and a heal after 8 seconds + a strength buff for about a minute after. Torpor can currently be cast for all the buffs without any immobilizing/incapacitating effects (maybe a short delay). As it was, the skill was trash for locking you out of doing anything and making you a sitting duck (especially to magic). As is now, the avoidance buff is far too powerful (70% at lvl 90 + 30% base avoidance = 100% maintained avoidance so long as I cast Torpor once every 8 seconds, rendering me practically immune to all physical hits except for crits).
    5. Steps to Reproduce: Cast Torpor and observer huge avoidance benefit while being able to immediately move.
