    Details:
    I did the quest involving the sketchbook a while ago, but can not get the banner from Harley Redwool.
    I exhausted all the options when talking to him multiple times, but he only thanks me for getting him the sketchbook and does not give me the banner.

    This must be why I suddenly got it the other day. I talked to Harley Redwood by accident when I was trying to talk to the Bounty Master! I didn't even know it was a thing. So I guess this must be fixed now.
