[Known] Unable to travel to Elementum from Storms Reach while siege is happening.

Title: Unable to travel to Elementum from Storms Reach via boat in Harbor
Reproduction Rate: 100% currently
Blocker: Cannot quick travel from Storms Reach to Elementum via boat at docks while siege is present.
Details: I have selected the boat to Elementium twice and it tells me to fight my way through the seige, I do and then I end up outside of Storms Reach, the city I was departing from. Gave up and had to travel back to Aerie (by boat on Outer view, and had to walk back as I was heavily encumbered with crafting materials.
Steps to Reproduce: After first Attempt, I returned to Storms Reach from the Outer World view, went to the dock, selected the boat to Elementum, made my way through the siege a second time only to end up on the Outer World view out side Storms Reach yet again.

Talked with a Guild Member, turns out you CAN get to Elementum but it still seems like a bug:

First, enter storms reach. Select boat to Elementum. Load into siege encounter. Do a 180, walk out the side you loaded in on. You're in Elementum.
