    Title: "use mouse to move" enabled doesnt work with auto-attack disabled even if its bound elsewhere

    Details: "use mouse to move" enabled doesnt work with auto-attack disabled even if its bound elsewhere
    Steps to Reproduce:
    1. bind "attack" to any key other than mouse in control options
    2. enable "use mouse to move" in control options
    3. enter combat and engage an enemy
    4. disable auto-attack
    5. attempt to use right and left mouse buttons to move around
    User Specs:
    OS: Windows 7 Service Pack 1 (6.1.7601) 64bit
    SotA.EarlyAccess.Win.64.546.Date.01.27.17
